General Offer to MVNO/service provider
to conclude an agreement on granting access to 4G in Germany
O2 Telefónica generally offers MVNO/SP to enter into an agreement in order to provide access to 4G in Germany.
On July 23, 2013, O2 Telefónica, Telefónica, S. A. and Koninklijke KPN N. V. (KPN) entered into an agreement for the acquisition of KPN's German mobile business E-Plus by O2 Telefónica. The EU Commission cleared this acquisition on July 2, 2014. As part of the approval process, O2 Telefónica has agreed to fulfill a package of commitments.
As part of the commitments, O2 Telefónica has committed, among other things, to an agreement to offer MVNO/SP access to 4G (including 2G). MVNO/SP are defined as Mobile Virtual Network Operators and Service Providers who provide telecommunication services to end-customers on their own behalf and for their own account on the network of a notified network operator and do not own any network infrastructure (neither in access network nor in core network).
